Can ThumbsPlus Blur areas of an image (or a face)?

There are many ThumbsPlus Filters that can be tried, but the most commonly used filter to disguise a face is the "Mosiac" filter.

I have attached 3 images that illustrate the "Elliptical" Selection mode, (so you can select the face with a circle), as well as suggestions for ThumbsPlus Filters for this task.
