ThumbsPlus v7-v9 Questions / TP9 3927 broke usage--startup hangs at Twain Initialized

I am having the same problem as the original poster. However, the new "Diagnose Startup" program doesn't help. When I run it, I get this message twice:
"The application failed to initialize properly (0x80000003)."
There is no indication of a particular DLL that should be disabled.
