ThumbsPlus v7-v9 Questions / TP 8 SP1 most of help disabled

Windows 7 pro 64 bit.

When I press F1 I get a help screen with 4 tabs at the top; contents, index, search, favorites.  The index, search, and favorites tabs do nothing.  The contents tab shows a drop down with contents, title page, introduction ....  All these choices are disabled.

So, there is really no help available.  How can I fix this?

I have re-installed TP twice.

When I double click on a thumbnail, I get a view window but no menu bar at the top.  I can't get into the crop procedure.  how can I fix that?
