Nothing happens when clicking Database - Connect

Hi,
  I was using TP9 Build 3928 on Windows 7 Home Premium 64-bit, and successfully using SQL Express 2012 as my database for TP9.
  I had to reformat my hard drive, and so I reinstalled all software successfully.  I then successfully restored the TP9 SQL database from backup, and created ODBC System DSN entry as before (ODBC connects successfully to SQL DB).
  When I open TP9 and click Database - Connect, nothing happens.
Has anyone come across this before, or did I miss something simple?

Maybe that TP is a 32-bit program and requires a 32-bit ODBC connection?

I believe Windows 7 uses 32-bit ODBC by default.  When I go to Control Panel-Administrative Tools, the Data Sources (ODBC) shortcut runs "odbcad32.exe".

My mistake.  Apparently, both 64 and 32 bit ODBC Administrators use the same filename (ODBCad32.exe).  When I run this from SysWow64, I am able to create my ODBC entry, and the ODBC entry successfully connects to the database.
Still, nothing happens when I click database-Connect in TP.

When you say that nothing happens, do you mean that literally? What should happen is that Windows' Select Data Source dialog comes up. If it doesn't, I think you've either run into a new bug or your antivirus software is interfering (turn it off temporarily or whitelist ThumbsPlus).

Thanks for the responses, Daan.
Yes, literally nothing happens.  It's as if I didn't click the item.
Turning off antivirus didn't make a difference.  
I tried starting the SQL Server Agent and SQL Server Browser services, but that made no difference.  
With ODBC, I use the SQL Server Native Client 11.0 driver (which is what worked before), and I also tried the regular SQL Server driver.
I also tried installing the latest version of TP, but I still get no response when clicking Database-Connect.
I just can't think of what is different now from the way things were configured before

Procmon does show constant Registry queries when TP runs. (attached)
They start with HKey Classes Root\Access.Application.8\shell\open and go to HKey Classes Root\Access.Application.19\shell\open, and then repeat.
This continues as long as TP is running.
