ThumbsPlus v10 Questions / cannot repair ODBC, db

On my Windows 10 up-to-date, TP10 with SP1 worked until a few weeks ago.
Now, I have these errors in order of appearance:
I tried to create a new database but that failed. If SQLite3 is the problem, How can I get SQLite3?

ODBC Driver Manager Data source name not found and do default driver specified.
ThumbsPlus Message <5015*8036>
Error installing ODBC driver ThumbsPlus SQLite3 ODBC Driver,
ODBC error 13: The setup routines for the ThumbsPlus SQLite3
ODBC Driver ODBC driver could not be loaded due to system
error code 193: ...Verify that the files ThumbsPlus SQLite3 ODBC
Driver exists and that you can access it.
