I completely uninstalled TP7Pro, Installed TP9Pro, and upon start I get the following:

I then click [OK] and get

And at this point I have no idea what to do. I have dabbled with each option, but having no experience with these things, I have no idea how to complete anything to make it work. At which I simply click [EXIT] and cuss for a bit then start again.
I have Windows 7 Pro on a very powerful laptop that has never had a problem running anything, including advanced 3D modeling software. I have used Thumbs since the very first iteration. I have never had issues until now.
Can we get a walk through of some sort to solve this issue?

It sounds like something went bump during the install process. When I installed V9, the default database was created as "C:\ProgramData\ThumbsPlus\Thumbs.tpdb8".
The V9 setting files are stored in the folder "C:\Users\\AppData\Roaming\ThumbsPlus\".
Can you use a file manager, like Windows Explorer, to find out what files are located in "C:\ProgramData\ThumbsPlus" and "C:\Users\\AppData\Roaming\ThumbsPlus\"? (Specifically, you are looking for the file "Thumbs.tpdb8".)
Also, you will not be able to open your V7 database file with V9 unless it is converted.

I worked my through to both locations suggested:
"C:\ProgramData\ThumbsPlus" and "C:\Users\\AppData\Roaming\ThumbsPlus\"
Thumbs.tpdb8 is located in "C:\ProgramData\ThumbsPlus"
When I try to direct the software to it through "open an existing database", and then it runs me through all the same errors.
I have uninstalled and reinstalled TP9 twice to ensure I did not miss something. But no dice.

This is just a shot in the dark - when you log on to Win7, are you an administrator? "C:\ProgramData" is a system hidden folder and there might be a conflict trying to open the database file in that folder if you are not an administrator.
Try this - go thru all the errors and when you get to #7, chose "Create a new database" and create it in your "C:\Users\\AppData\Roaming\ThumbsPlus\" folder. If that works, go to Options, Preferences, Startup tab and set the initial database to the one you created.
